CIBOS Held the 11st National Boundary Management Training Courses for Cadre

The 11st National Boundary management training courses for cadre was held at Wuhan university during 14th-18th of December,2018. The course was hosted by the Department of Boundary and Ocean Affairs of the Ministry of Foreign Affairs and organized by CIBOS. More than 50 cadres from nine border provinces including Gansu, Heilongjiang, Tibet, Yunnan, Xinjiang, Guangxi, Jilin, Inner Mongolia and Liaoning participated in the training.

Yu Minyou, president of the CIBOS, delivered a speech on the opening ceremony hosted by Xiong Xiaoyu, deputy dean of the CIBOS. "Boundary management work closely relates on core national interests such as national sovereignty and security." The president emphasized that China is vast in size and most of the border areas of China are underdeveloped areas and minority areas, which make the management of land borders extremely complicated, uncertain and arduous. The border cadres who work at the forefront of border management need to constantly update their theoretical knowledge and continuously improve their border management capabilities in order to better implement the foreign policy of "amity, sincerity, mutual benefit and inclusiveness". In this sense, holding the training course for border management cadres is of great significance.

Yu Minyou


The complexity and uncertainty of border management work requires border cadres with not only the excellent political quality and high theoretical level, but also great knowledge of different area, as law, economy, history, foreign language, environment, water conservancy, and so on. CIBOS of Wuhan University has undertaken six national training courses on land border management for cadres. With rich experience in training and teaching, closely following the actual needs of border management, CIBOS invites the Ministry of Foreign Affairs, the Ministry of Water Resources, the national Port Administration Office and professionals of Wuhan University to act as a lecturer group to teach and expound the latest developed theory and practical experience of border management to meet the requirements of the boundary management work which need to comprehensively enhance the business capabilities of practitioners. The content of the training course includes “The subsequent Impact of the South China Sea Arbitration Case”, “Cross-border Economic Cooperation in the Border Area”, “Border Port and Port Economy”, “Boundary Fund Management”, “Experience Exchange of Provincial Border Management Work”, “The cross-border river management and international cooperation of China”, etc., providing students with detailed case analysis and explanations in various forms such as discussion, group discussion and theme report.

On behalf of students, Yang Weidong, Deputy Director of the Division of neighboring countries of the Xinjiang Foreign Affairs Office, said that the National Land Border Management Training Course for Cadre is an important opportunity to enhance the theoretical understanding and practical ability of the grassroots cadres at the border, discuss and study the actual situation and existing problems of the boundary management work within the jurisdiction, and share relevant experience in border management. “Thanks to CIBOS of Wuhan University for providing a good platform of learning and communication. The course will play an important guiding role for the daily work of border management personnel.” Yang Weidong said that regular training courses for border management greatly help them, border management staff, to enhance their overall quality and professional competence and maximize their effects on the security, stability and development of the country's borders.

Counsellor of the Department of Boundary and Ocean Affairs of the Ministry of Foreign Ministry FanKun attended the completion ceremony of the training course and awarded the certificate of completion to the students together with Professor Yu Minyou, Dean of the CIBOS at Wuhan University on October 18th. Fan Kun delivered a speech at the closing ceremony. He emphasized that in the context of the “Belt and Road”, the importance of border work is becoming more and more prominent. The stability of the border is conducive to the stability of the country, development of economy and friendly exchanges between the people. As border workers, we need to fully recognize the importance of border management. Under the situation in China's border areas today which keeps steady and trends better with the accumulation of advantages.In the current situation, all border cadres need to combine the border work experience with the advanced boundary theory knowledge to better devote yourselves to the land border management of the new era.
