Instructors From CIBOS Went to Myanmar to Attend 2018 Greater Mekong Forum on Water, Food and Energy

On 4-6 December 2018, 2018 Greater Mekong Forum on Water, Food and Energy held in Yangon, Myanmar. The forum was cosponsored by several institutions including The Consultative Group on International Agricultural Research (CGIAR), The International Water Management Institute (IWMI), Myanmar Environment Institute(MEI). More than 300 representatives from governments of Lancang-Mekong countries, Australia and other countries, universities and research institutes, international organizations, non-governmental organizations and other institutions attended the forum. The theme of this forum is “The Development of Economic and The Utilization of Greater Mekong Water”, with 31 sub-forums. The 9th sub-forum-- Study on scientific regulation and benefit sharing of transboundary water resources--was co-hosting by CIBOS and Yunnan University, Tsinghua University, Nanjing Hydraulic Research Institute. More than 50 representatives participated in the sub-forum. Instructors form CIBOS, including Prf. KONG LingJie, Dr.ZHANG Fan and Dr.TU Su.

The topic of Prf. KONG LingJie's speech is "WFE Nexus and the Principle of Fair and Reasonable Use". Combined with articles 5, 6 and 10 of the 1997 Convention on the Law of the Non-navigational Uses of International Watercourses, he analyzed the guidance of this principle on the exploration of ecological correlation of water, food, energy and energy in international watercourses, and clarified its role in the interpretation and application of the principle of fair and reasonable utilization.

The topic of Dr.ZHANG Fan 's speech is "The legal implications of climate change on the management of transboundary rivers ". Focusing on Article 62 of the Vienna Convention on the Law of Treaties, she discussed whether climate change could be cited by coastal states as a reason to terminate or withdraw from cross-border river agreements; and based on research on relevant national practices, she discussed transboundary river agreements on climate Adaptation issues of change.

The topic of Dr. TU Su 's speech is "Women Must be Placed at the Centre of Water Resources Development ". She analyzed the double-sided impact of water resources development on women along the coast, and proposed the need to promote women's empowerment from the bottom up, so that women can take responsibility for solving community water crisis and health crisis, and play an important role in planning, decision making, implementation and supervision in water resources development projects.

It is reported that the Greater Mekong Forum on Water, Food and Energy has been held for 18 consecutive years since 2001, and has become an important platform for academic circles, relevant national government departments, international organizations and non-governmental organizations within and outside the basin to exchange views on water resources issues in the greater Mekong subregion.
