黄伟,法学博士,武汉大学中国边界与海洋研究院副教授、硕士生导师。《边界与海洋研究》期刊编辑。中国陆军法律战建设特邀专家(2021-2026)。中国海洋法学会理事,中国海洋发展研究中心理事。荷兰乌特勒支大学海洋法研究所访问学者(2013.9-2014.2)。曾两次借调在中国外交部边界与海洋事务司工作(2014.8-2015.72016.9-2017.1)。长期从事国际海洋法和国际法的教学,主要研究领域为领土和海洋争端解决、国际海洋法、领土法和国际法基本理论,对海洋划界、200海里外大陆架外部界限的确定、中韩海洋划界和渔业争端、对专属经济区内外国渔船采取的没收措施、海盗和海上武装抢劫、历史性权利、南海争端、《联合国海洋法公约》未规定事项的法律适用、我国海洋法立法、全球深海治理、海洋核动力平台、核能和平利用等展开过专题研究。已主持完成2项国家社科基金项目、2项国家高端智库课题和5项部委委托课题,作为子课题负责人参与完成2项国家社科基金重点项目、1项教育部重大攻关课题和1项中央机关重大委托课题。目前正主持1项国家社科基金重大项目子课题和1项国家社科基金重点项目子课题。在社科文献出版社出版专著1部。在《武汉大学学报(哲社版)》、《法学评论》和《国际观察》等期刊独立发表学术论文10余篇。向国家部委单独提交研究和咨询报告18篇,获司级采纳函12份和部级采纳函6份。为应对“南海仲裁案”,参与撰写《南海仲裁案裁决之批判》(外文出版社2018年版),在人民网和《国际先驱导报》发表评论文章3篇,接受央视采访并在《新闻联播》发声2次,参加深圳卫视节目《决胜制高点》1

HUANG Wei 

Since December 2012, Dr. Huang has served as Associate Professor of International Law and Master’s Supervisor at the China Institute of Boundary and Ocean Studies, Wuhan University (WHU-CIBOS). He also holds concurrent academic appointments as Research Fellow at the Collaborative Innovation Center for Territorial Sovereignty and Maritime Rights (CICTSMR), and Editorial Board Member of the Journal of Boundary and Ocean Studies, co-published by CICTSMR and WHU-CIBOS. He is additionally an appointed expert (2021-2026) for the construction of military legal warfare by the Office of the Political Work Department of Chinese Army and an elected Council Member of both the Chinese Society of the Law of the Sea and the China Ocean Development Research Center.

Born in Changde, Hunan Province, he obtained his PhD in International Law from the School of Law, Wuhan University in 2009, with an outstanding doctoral dissertation. From September 2013 to February 2014, he pursued academic research as a visiting scholar at the Netherlands Institute for the Law of the Sea, Utrecht University. He accumulated practical governance experience through two working tenures at the Department of Boundary and Ocean Affairs, Ministry of Foreign Affairs of the People’s Republic of China, spanning August 2014 to July 2015 and September 2016 to January 2017.

Upon his affiliation with the institute in 2009, he commenced his teaching career. He currently delivers core postgraduate courses on the International Law of the Sea for master candidates and organizes thematic research seminars for doctoral students. His core research domains cover territorial sovereignty, boundary delimitation and maritime legal affairs, with research perspectives rooted in general public international law theories and practices. He has conducted specialized research covering maritime delimitation, delineation of the outer limits of the continental shelf beyond 200 nautical miles, Sino-Republic of Korea maritime boundary delimitation and fisheries disputes, confiscation measures against foreign fishing vessels in the exclusive economic zone, piracy and armed robbery at sea, historic rights, South China Sea disputes, legal application to matters unregulated by UNCLOS, China's maritime legislation, global deep-sea governance, offshore nuclear power platforms and peaceful utilization of nuclear energy.

As a sole-author monograph writer, he published An Equitable Solution to Single Maritime Boundary Delimitation via Social Sciences Academic Press of China in 2011. His scholarly outputs encompass over ten peer-reviewed articles featured in Chinese core academic journals, one English-language research paper entitled China’s South China Sea Policy After the South China Sea Arbitration (issued by the Institute for National Security Affairs, Republic of Korea, December 2016), as well as more than eighteen policy briefs formally adopted and referenced by central governmental competent institutions.

In terms of academic research administration, he has fully presided over and accomplished two state-level vertical research projects financed by the National Social Science Fund of China. The research themes include China’s Historic Rights within the U-shaped Line in the South China Sea and Legal Application of Matters Not Regulated by the United Nations Convention on the Law of the Sea. He has also completed two research assignments commissioned by National High-End Think Tanks of China. Furthermore, he has led five entrusted research projects authorized by central governmental ministries and their affiliated functional divisions, alongside three sub-research projects embedded in ministerial-level major and key research schemes.

At the current stage, he undertakes two sub-projects under the auspices of the National Social Science Fund of China. The first serves as a subsidiary research module of a national major research project, focusing on South China Sea Security Risk Assessment and Mitigation Strategies; the second acts as a branch research task of a national key research project, centering on Research on China’s Institutional Approaches to Joint Conservation of Underwater Cultural Heritage across the Maritime Silk Road.

        In response to the South China Sea Arbitration, he has contributed to the writing of The South China Sea Arbitration Awards: A Critical Study (Foreign Languages Press, 2018) and released three academic commentaries on mainstream national media platforms including People.cn (Renmin Wang) and International Herald Leader (Guo Ji Xian Qu Dao Bao). He has also given two exclusive interviews broadcast on CCTV News (Xin Wen Lian Bo), and been invited as a guest speaker on Shenzhen TV’s program High Spot Debate (Jue Sheng Zhi Gao Dian).
